Specification for dev.ops.fish Logo and home page template

I am looking for a create approach to design a home page for my new site called dev.ops.fish which is all about the devops movement.

It is a holding page for devops knowledge and an online CV. It must be simple, fresh and all assets re-usable and editable as required ie supplied fonts used.

I require the following:
1. Logo - derived from example attached
a. must have CSS 3.0/HTML5
2. Default background – derived from sample attached
a. Image with fish/bubbles/sea colour for home page
b. Standard site background i.e. net/diamond/mesh/Pattern for more simpler pages
3. HTML 5 responsive/adaptive home page with fully working contact form and php response page for receiving form and sending email.

All designs must be editable using GIMP It is OK to create using Illustrator, but the design must allow me to modify using GMIP as much as possible especially, the home page or nay text in the logo straplines.
