Vector this logo,. and make it possible so i can place it over a black background header of site

Text should be white. I can't really say for sure how to do this perfectly right, you'll have to play with it, but I want the best looking logo using the file I'm attaching.

I want the file sent back as psd and ai. PSD should have layers.

I need to keep the corals behind the skull black so it will cause issue with background, so you must add stroke to keep the shape of logo above.

I made one example image. It's sort of like a sticker style.
