Replicate Odesk - serious budget allocated for serious developers only

This is not a posting where the employer is still thinking about maybe proceeding. This job will proceed - a budget has been set. Time spent applying will not be a waste of time for you. I'm looking for AWESOME developers who can SELF MANAGE. I've been an employer on Odesk since they started (nearly a decade). I've hired (and fired) hundreds of contractors. I'm new to Freelancer so I apologise that my profile has little history. I need a site 80% the same as Odesk. So I think it's easier if we just start by replicating Odesk and we can modify from there. I'm a developer and I know EXACTLY what I want and will work with you in the more complex areas. I've hired many contractors for 12 months+. If you're good. I'll keep you. If you "fall off the planet" for more than a few days, I'll let you go. If you're from a Western (English speaking) country, then please apply! If you're from Eastern Europe, you'll also get preference. Developers there (particularly from the Ukraine, etc) are generally awesome. If you're English isn't good - please don't apply. If you're from one of those countries that consistently submit 'spam' / 'recycled' cover letters, I'd like you to waste someone else's time please. In your application, you MUST address this: "I want layered development. The first phase is just getting the core functionality happening, then we'll move onto the next layer".... So, give me an example of some functions that we'd focus on first, and then some functions we'd focus on second. I also need you to tell me the capital of Australia. It'll be PHP, any framework you like - please suggest one and why. And finish off by impressing me with something - ONE link to some great work, a contact email for a referee, or just telling me what makes you awesome (apart from saying that you're honest and work hard).
