Joomla Component, Work needs to be done Urgent (ONLY SERIOUS BIDDERS)

Joomla (v3.7+) component need to be coded. With the component visitors should be able to order a voucher (as attached email PDF-doc). The voucher should be paid online (via PayPal) or offline via bank transfer. In the component backend we need an overview over all entered data and re-print/re-send the voucher again. In the Frontend we need to display all active vouchers and the visitor have to be able to order and pay them. The code for the voucher have to be created automatically. Phase 1: - Create Backend -- Vouchers -- Add / edit vouchers -- categories -- add/edit category -- items -- add/edit item -- templates -- add/edit templates -- options config (without PayPal payment gateway) To do this so, you would need to create the DB structure, which you currently have in Phase 2. So how should this work than? The database with the personal data you have in Phase 3, but this you will already in your Phase 1, how will you otherwise be able to create the point “Vouchers” for example, as there most of the fields are from this database? The database “sync” (DB sync) you have also in Phase 3, but those are not all new fields, most of them are already in the DB - Vouchers (this database is need for a special sync for the local registration cash system). Then you create in Phase 2 the module (not sure if only in backend or also with frontend setup). But the database you need for this you again create in Phase 3. So how should it work than?
