Despues de leer las especificaciones del proyecto, veo que se puede hacer facilmente con las tecnologías que yo utilizo desde hace años. El desarrollo lo haría con C# y Xamarín, de esta forma se puede compilar una versión Android y una versión IPhone. Sería una interfase sencilla con 4 TABs. Uno para el Chat, uno para bajar la reflexión del día, y un ultimo para la radio. Mi estimación es de aproximadamente unas 80 horas de trabajo y definiríamos 3 milestones. Uno por cada funcionalidad implementada.
