Create application that installs custom controls to the Visual Studio Toolbox

I'm looking for someone to create a simple application that will install a collection of user controls into the Visual Studio 2010, 2013, and 2015 Toolbox. The custom controls will be contained in one or more separate dlls.
Project must be .Net 4.0 compatible.
You will be reporting to one of our developers. All source code must be provided and will be property of our company. 3rd party tools such as Installshield or other installation packages may not be used without agreement from our team.
If you have experience registering toolbox items from DLLs, please bid on this project.
