I have an exact idea of how to create an application like this. I have already created one for a club here in my city, in which a same feature is available for blood donors. Each and every member of the club is registered with their full details along with their blood group, if a patient has a requirement they can apply through this app and the super admin will receive and he can easily sort out each member and message directly to the member and he will go there and donate blood.

I have developed many apps. I have worked with firebase(which can be used for ur application).I can make two apps 1. for the customers and other for the NGO
