2D Outline animation 53 seconds

Hello, I was hoping you could tell me how many hours you need to produce a 53 second 2D outline animation. I have included a link below with the art style, pacing, and character motion I would like for the final product. I would not need any sound since I will be doing my own sound design. I have included a rough script and a storyboard made of photos since I have a limited drawing ability. I included the photos for reference and for you to rotoscope outlines from if you wish. I do not expect the level of detail in the photos I only want outlines as in the link provided in the project ad. Please let me know if you have any comments, questions, or concerns. I cannot Award the project, nor create milestones, nor can I send out any payment without a complete invoice and a signed and completed IRS Form W8-BEN. This is because I am using funds from the Leo Freedman Grant which requires these two documents in order to write me a check to deposit into your paypal.
