Seeking Expert Guidance for AI Caricatural Video Project

I am looking for a freelancer who can help us choose the right platforms and prepare necessary templates in order for us to create AI caricatural videos ourselves. The ideal candidate will have experience in 3D animation and will be able to train us on how to create new caricatures with these tools. The videos we will create (ourselves) will be between 1-3 minutes long each ones. Here are some additional details about the project:
- The videos will be AI-guided, meaning that the animations will be generated using artificial intelligence.
- The animations will be caricatures of real people, so attention to detail and accuracy will be important.
- The style of animation should be 3D.
- The format will be on a News media Panel (2 to 5 people with Torso view, profil and side-profil view for each caracter
- The videos should be engaging and visually appealing.
- Facility for us to create, once we have the template and the tools, any additional new caracter (30 minutes max, at no additional cost)
- I am open to suggestions for music and voiceovers, but that is not a requirement for this project.
- Lip Syncing with Haïtian Creole
NB: very limited budget, we need to be guided on which platforms we would need and guide us
