Script to Convert multi-page TIFF files to multi-page PDF files with reduced size

We are technology services company. We need help with a program or script (any programming language) that converts multi-page TIFF files to multi-page PDF files. It should execute on windows laptop. Input could be single or multiple TIFF files. The main requirement is - while converting the file from TIFF to PDF, the size of output PDF file should be approximately 10 times lower than input TIFF file without losing text quality (e.g. if TIFF file is of 10 MB, then PDF file size should be of 1 MB). Both Input TIFF file and PDF are in Black and White. TIFF files are scanned pages with 300 DPI.
