C++ and Unreal Engine 4 Audio Conversion Plugin

I have a project in Unreal Engine 4 (Version 4.19) that requires the development of a plugin that will read the contents of a folder in the game directory and convert all .wav or .mp3 files to .ogg at runtime. If possible, the plugin will need to create a new blueprint node that will allow for the creation of a progress bar that displays the current progress toward converting all files within the directory once the game launches or an event node that fires whenever the conversion of all compatible files to .OGG is complete. .wav conversion is optional but preferred for this project, .mp3 converstion to .ogg is really the critical functionality I need at this time.
