Automatize import of compressed csv file into MS SQL Server Express with modification of table

I must automatically drop a table and import a replacement table into an existing MS SQL Express database as soon as this new data (a compressed csv file) is uploaded into a given directory.
The csv file has missing columns, so for each line the missing values are to be replaced by fixed values, except for one column, which is to be populated according to a small translation table and based on one of the values of each line.
I must be able to apply this automation to futurelly created servers.
Current table structure:

9 columns, comma-separated, but a
Structure of file to be imported:
0;3000010300;55115;2012-11-26 22:02:08;1
5 colums, semicolon separated
Equivalency of columns:
3 = 2
7 = 3
8 = 4
Fixed value columns
1 = A
2 = 55
4 = E
9 = BR
Column 6 shall have value M if:
a) Column 3 is 11-digits long and the 3rd digit = 9 or
b) Column 3 is 10-digits long and the 3rd digit is = 7 or 8 or 9
In all other cases the value shall be = F
Column 5 shall be filled with a value based on column 7 using a small lookup table (<20 lines)
A Win7 VM with installer for SQL Express 14 will be available, but any version of of SQL Express can be used. Please indicate which edition shall be used and which version of SQL Express.
The backup file of the database will be available, with old data. It was created with SQL Express 2008.
One existing table will register all table imports, the automation shall write the name of the file that was used to update the table.
I must be able to replicate the procedure in any Win7 or WinServer
