A scholarship program for the needy.

We need a website with a database for managing everything online. We offer Tuition Fee to the needy for School, College and University on a case to case basis in our city. We already have some students enrolled in our program and we want to take it to new heights. 1-Our process starts with an interview for which a date is advertised. 2-Interested students or parents apply with a set of documents. 3-During interview we decide if the candidate is deserving or not, and if yes, then the amount of scholarship. 4-We start paying them quarterly 5-We expect periodic report card to be sent to us by mail or email 6-We try to authenticate on a random selection of students to make sure there is no fraud. 7-All documents of step 2 need to be uploaded by applicants. We have a set requirement of documents so each documents should be uploaded in that exact format. 8-During interview we should be able to see everything Online related to the biodata, application, documents in the database. This is where we mark approved or not and fix an amount. 9-This amount can change with time with progress of students. So a separate table linked with each student. 10-Payment report of those students whose scholarship amount becomes due each quarter. 11-Payment report of those who did not qualify for any reason in the next quarter. 12-Periodic assessment results to be uploaded by students or parents online. A fixed format for each document so its stored for easy access and traceability. 13-An emailing system which sends out reminders to the students for uploading the results on time. 14-An emailing system when we deposit their scholarships in their bank accounts to inform them. 15-A user level authority to be set for online users. Who gets to view only, who gets to edit, who gets to approve etc.. 16-Backups of whole IT Solution. 17-An mass-email system for reminders and passing information to students. 18-Chat online plugin required 19-An export option of reports in Microsoft Excel 20-Mobile friendly so that candidates can take pictures of documents with their phone and upload documents
