D21 is Cortex M0 arm controller which consume more than a mA in active mode and 100 uA in standby mode. it is too high for battery operated devices. Consider PIC18LF or 24LF devices, those are ca[able to meet your project requirement and the current consumption can be reduced to less than a uA by operating it in correct condition.
