Hello. I do not understand the work which you want to do. As I understood reading our yesterday's conversation you have places for new cities. And current cities population for teritory. Somehow you think that people from near by cities will live/work in new cities. I have propose you method which define how many population will migrate to define better place. Please confirm that I'm thinking right way. Then you want to make something like heat map for each city(may be road between them). Which will reflect this process using distance between cities, their population, and motivation parameter to go in new location. Please confirm that you will not need other available data for such analysis. If these are all data that you need I can propose such model. YOu have to define The trip from near by sities trip have to be in one hour according to infrustructure. As for me. Because if you live in near by village in 30 km far from you can trip to city in 30 minutes. But if you live in other city 60-80 km length trip and auto ban your trip will 30-35 minutes again. If you live in city 200 km far from and you have speed up railway. Your trip will again 30-35 minutes. From my point of view we have estimate trip time to find closest settlements. THis time could be found using google tools. Then if you have distance/time x2 then you have /4 of population moving from far cities. But you have to difine this time or trip length.
