Convert design to HTML5 website

I have several web site templates files created in a beginners application that uses HTML and inline CSS styling. I would like to convert these HTML5 Bootstrap based template to resell as such they must be user friendly. The designs I would class as beginner to intermediate, e.g. [login to view URL] so should not be too hard to turn into templates. The core components of this project are 1. High quality standards based HTML5 coding. 2. Good file structure to manager JS, images, CSS. 3. Standard based coding and a good level of comments in the code. 4. Ability to use and edit 3rd party plugins, javascripts etc, e.g. NivoSlider. 5. A fully completed testing check-list to demonstrate quality. 6. Resale friendly, that is to make the code/template as understandable and easy to use. 6. Ability to use only code, libraries, plugins, icons that have the correct usage license and not to infringe other people copyright. 7. To create a good standard to make future conversions easy and standardised. 8. Make comments and suggestions. 9. At the end of the project you must provide a full invoice with name, address, invoice ref, description, and amount. 10. You understand that the designs are my copyright and all the work you do for me belongs to me on full payment. 11. Bonus of upto $50 for outstanding work, payable at my discretion.
