Simple full page scroll website

I want to have a simple full page scroll website from the Powerpoint file attached. You can use a script of your choice, [login to view URL], [login to view URL], etc.
- Faster page load is better
(lazyloader is preferred)
- Make it compatible with PC, tablet, and smartphone
- Page-changer dots at the right is preferred
- Pictures in the power point can be converted into jpeg or gif by copying and pasting in a image editing software
- Convert the diagrams in the power point into image files and use them
(to make those diagrams easy to view in different views, such as pc, tablet, and smartphone views, you can modify the balance of the diagrams in the power point. Also, allow pinch-out to view those diagrams so that it's easier to see)
- Navigation using Fontawesome is preferred
- In the navigation, make the current page link darker, other pages in pale color, and mouse-over link darker
- Toggle navigation is preferred for tablet and smartphone views
- Navigation should be sticky at the top
- Pull down language switcher at the right top is preferred
(Japanese version will be added later)
- Whole site should be in UTF-8
- I'll put my preferred formmail script on page 8 myself
(on page 8, just put the top logo and give a space where I can put the formmail)
- put all css files in "css" folder
- put all js files in "js" folder
