Mobile Website Creator and Viewer App

I am looking to design/develop a website that allows users to create their mobile websites easily. Once logged in, users can use our forms and menus to design their mobile website and there is a previewer to show the end result as they are working on it. Each mobile website has a unique ID (generated automatically) that can be used to view the mobile website (before live publishing) through our app (discussed below). The mobile website will be live when the user clicks "Publish" within their online account. Also, each mobile website has a name (set by the user) that can be used to view the live mobile website through our app. ------------------------------------------- FEATURES Users should be able to add the following features to their mobile websites: 1- Blank pages (images with text). 2- Contact us form. 3- How to find us (Google maps). 4- RSS news feed page. 5- Live audio / Video broadcast. We are not providing a broadcast server. The user enters links to their live broadcast server and we play them within their mobile site. 6- Videos library (with categories). 7- Audio Podcasts (with categories). 8- Push messages (available through our app only):  Push messages within our app show up only for mobile websites that a visitor chose to receive such messages from them (through Settings). 9- Image gallery (with categories). 10- Links to external pages (e.g. Facebook, websites, discussion forum, etc..) 11- Six ready-made templates (for restaurants, real estates, lawyers, accountants, dentists, schools). 12- Uploading splash screen images and backgrounds (should be scanned for viruses and saved again as .jpeg images to avoid XSS attacks). 13- m-commerce website. 14- Add mobile ads from our partners (ready codes) to monetise the user's site, where the revenue goes to the user. (Our free accounts have our mobile ads and the revenue does not go to the user). We, the super admin, should be able to decide which of the above features should go into which package that we sell. We have 3 packages: Free, Premium, Commercial. Users should be able to monitor the activity on their mobile websites, and see whether they have been accessed directly or through our app. They should be able to know how many visitors came and their geographical locations. ------------------------------------------- PAYMENT SYSTEM Users can sign-up for free accounts, but they can also upgrade or purchase a premium or commercial account. The payment should be charged each month automatically, but the user should be informed one week prior to collection about the next collection date and amount, so that they can cancel the payment if they wish so. Accounts that don't receive a payment are downgraded automatically to the free account, and the user who is in shortfall for payment should be informed by an automated message about this. However, they can recover their premium account once they make the payment again. This process should be automated in full to save us any overheads. We have currently a basic business PayPal account but we are not really sure how to do it through PayPal, or if there is a better way of doing it at all. ------------------------------------------- OUR APP the app is called "My Main App". We have attached a file to explain how it should work. Basically, the app user enters the mobile site's name that was created through our website in order to view it within the app, and make use of some features that are app-specific (e.g. push messages). Also, there is a "History" link that shows a list of previous mobile websites' names that it has been visited by the app user.
