SEO, SMO, PPC, Social Media Marketing for an Indian website

I need an SEO expert who is willing to work on the project on an ongoing basis. This will be sort of a part time paid job and not a per website project with a max payment $100 a month to work only on company websites. Currently the company has 7 websites projects and only 4 are currently required to be worked on. The payment is slightly negotiable for the right freelancers. Preferably looking at individual experts or companies that are interested in the project at the said payment and requirements. Top search engine ranking - 1st page result is the goal for sales. Will require an expert who can perform or guide in related services like link building, social media marketing, blogs and articles submission. Only whitehat SEO. PPC is also an option. I am looking at a long term business relationship to eventually hiring or contracting on a higher payscale in the future.
