USB Launcher ISO for IPFS usb stick

I am looking for a I should use blockchain for my basic 3 role Content Management Service it will have a Root User, Admin User and General User the General User account will lock every thirty days, and the Admin user will lock every fifty days the root user will have a special password and only be used during set up provisioning if needed... The locking will disable to IPFS folder hash if the wallet associated with the USB mining stick is not deposited with correct funds... Basically I need the Admins account to lock all General Users provisioned to his account if he does not load his wallet.. I have already gotten this developed in Java, and Android so I know it is doable I just want a more secure method which is why I want a private IPFS and Blockchain to distribute my content across USB stick nodes HTML is likely needed for this project because that a is basic language for all platforms
