Create Heat Template

Heat Template needed, requirements are mentioned as underneath:

1. Create 2 VM.

2. One VM act as active and other as Standby

3. Both VMs have dynamic IP addresses and host name.

4. Both VM have 6 Ethernet IP addresses and one of them as VIP.

5. Both server finally up (OS boot with application) with other servers IP addresses and host name. In other words, once we boot both the servers they should be able to sync all the information

6. One more pair will be up when load >70%
