Hello, I can setup and configure system for you which can do monitoring of bandwidth, processor, RAM and HDD of each VM. You can configure alert limits for bandwidth or any other resources and get email notification. If needed SMS can also be configure but SMS can be received from some specific providers only. I will explain all the steps you will need to configure limits and also you can modify email messages for each VM as per you need.
