Write an iPhone application

Hi, Im working on a project for university and I need some code written for me. I need code for an app that could be installed on several iphones that will:
1) "see" other devices that have the same App. Example:
Iphone A will have this App and it would be able to see the rest of the iphones around it that have the same App on their phones.
2) This app needs to be able communicate with the rest of the iphones around it even if their app isnt on.
3) in order for me to pass this university assignment I need to upload it to the app store and have it approved so what ever method you use has to be App store approved. No cheats or hacks.
What I am asking for is complicated but I do think it is achievable.
