Build A Hybrid Mobile Application - Public Forum V2

We need to build a mobile application which acts as a platform for the public to voice their opinion on social services such as street cleanliness, public transport, etc. The app will need to have the following minimum requirements;
- Must be a hybrid app (IOS/Android)
- Should preferably built using Ionic or Cordova
- NoSQL Backend database (e.g. MongoDB)
- Access from the app to the database should be through a NodeJS layer
- Should allow login to the application through social media and form authentication
- App should have email validation in case of form authentication
- Design should support a 2 UI languages (English + Arabic (LTR+RTL)
The app design is composed of the following:
1. Average 20 Screens
2. Google maps support with overlays
3. 2 custom UI controls (1-Dial Select, 2-Tree View shown in the Mock-up PDF)
4. Developer is encouraged to provide images for wire frames
This app is expected to grow quite rapidly within its first year so a strong foundation should be established to expand from.
