Hybrid App "Treasure hunt"

Hi, I would like an iOS application + APK + PHP admin control panel which is to be a Treasure Hunt. Very simple app with few features, the user will have to register and will be able to see the list of activities that he can carry out (with the filter of the state position he will be able to see the events for that particular state, example: France, India, China etc.) when the user has found the right activity to do, he can subscribe to that activity by paying a registration fee (modifiable by the admin for each event). The event will be a real-life treasure hunt, so when the user attends the event that DETERMINED day and finds the reward they will have to take a mini-video (via the app) to testify that they have found the item.
