Take synchronous pictures from batch of smartphones connected to PC

I neet to take synchronous pictures from a batch of Android smartphones (say around 80) connected to a laptop. Ideally all smartphones must be connected to USB hubs (for connexion and power), the signal to take the picture can be sent by laptop or eventually from a remote smartphone not in the batch. Once the pictures are taken, all pictures must be downloaded from Laptop via USB. Laptop manage the download of images and from it, there should be the possibility to delete pictures taken (details on request). The smartphones aren't from same brand/model neither same Android version. So I need an application for all those android phones to take pictures on signal from Laptop and another for laptop (Windows 7 or 10) to take the pictures, download images and delete them from smartphones.
