Hello, We are accepting Paypal as payment method on our website: topup24.com. We see some bogus/ unauthorized disputes. We need more secure solution where we can protect our platform and sell mobile phone credits to our users more friendly way. We want to learn if Paypal have any setting that is more friendly to sellers selling digital contents. So when user make a payment using Paypal, we will deliver him the Phone top up instantly. We don't refund. But some cases some users will use hacked Paypal accounts and later we will see dispute claim from real owner of Paypal. What we can do in this case?

I developed my own system using Paypal IPN for delivery of e-books and music MP3s, the file (in your case the phone top-up) is only sent out when Paypal confirm. We have sold hundreds (thousands maybe) of digital goods using this system - Paypal returns a "reject" message and the digital goods are not sent if the buyer does not have the correct credentials or is using a hacked account which has been reported by its owner. If the buyers Paypal account has been hacked, that should not be your problem so long as you have a verified Paypal merchant account. I can adapt my system to your requirements but I need to know exactly what form the top-up takes - is it a file which can be sent by e-mail?
