Photograph selection system / plugin for retail CMS

Hi I am a web developer and I am looking for someone to build a photograph selection system to plug into a free CMS (like Wordpress or Joomla) and work with a shopping cart system (like WooCommerce or Virtuemart).

The idea is that the customers type their name into a box and, on submit, they are taken to a screen where they will be able to choose an image, from a selection, for each letter. Once the images are chosen for each letter they are presented with a framing option screen where they chose a frame and opther options for the image.

I have scoured plugins but not found one and I am not confident enough in PHP to take the job on myself. The client has a very tight budget for this project so if it isn't quick, easy and cheap it won't happen. If you know of a free or low cost plugin that will achieve this send me a link and we will pay you $50 on successful installation.
