Interactive sketchpad application for CD/DVD printing - repost

Hi all I am looking for the creation of a online interactive sketchpad/ design for CD and DVD media. A user can create a range of designs based on template guidelines, free draw, use existing templates, use existing icons and graphics etc etc, create text fields and amend fonts etc Output will be to high quality .pdf and png for my team to print and a watermarked copy for user. Will need to be able to include an ecommerce component working with Paypal. This is pretty much what i want but I want users to save cart and design and then revisit later to complete plus also some acceptance notifications before order. There is a back end admin to this site but have never got templates and store items running. Flash is NOT an option as I want it to be available on Ipad and also functionality is limiting due to refreshes. UK partner preferred as I want hosting included as well as local support. Please no freelancer who do web design, I have that. It is the functioning application that is wanted. Thanks Phil Thanks MM
