PHP / WordPress Plug-In Needed

Hello everyone, We are looking for a PHP programmer with knowledge of WordPress and MySQL database. What we require is a quick fix to our email issues for our internal staff. Our staff every day works with WordPress, so they are always within a WordPress install and we would like for them to be able to manage their email. Now we would like to versions of this plug-in for WordPress; One Plug-in, this one would be for our basic knowledgeable designers. It should be easy, we would send them a link within our office to download the plugin and install it, then they would be able to go into System Setting under the WordPress Dashboard, configure their server pop / imap name, password, username, have option for authorization required check box and then save. Some of our designers have multiple inbox so having the ability to enter more than one username (or email) and password would be ideal. Than, they would be able to just go and click on a new section called "Webmail" and well have all of the goodies of mail, inbox, trash, ability to compose new mail, forward mail, transfer mail, create new folders and update their identity. There is quite a number of examples and other plug-ins for this but I would rather have one done internally. I would also like to have this constructed in a very simple way, neat way so our design team can do a nice graphic layout for it and css styles. I'd like to have the ability to style and design skins for both the webmail section and setup section, if you think some sort of API system is the quicker way do let me know. COST: Minimal possible, if you can roll out an example, it will give you leverage over everyone else bidding, also bid cost the lower the better.
