VB .NET Packaging Assistance

Greetings, I need assistance packaging a VB .NET application that I created. I will send the winning coder the actual application upon bid assistance. I want an installer that takes care of all the deployment issues and dependencies which include SWFScout2, Multimedia Soft Audio Sound Recorder for .NET, and a Microsoft Access database. I am not sure which language this installer should be written in. I have heard that all .NET applications need the .NET Framework in order to run correctly - this includes installers. I want to know if there is any truth to this. If so, how would you handle the situation? My client does not want users to have to download this framework in order to run the application. The coder should look into packaging flash player and shockwave and handle these items in the installer because the program needs them. The coder should have access to the Microsoft Access software. We may decide to include a database password so users can not access the included database without going through the application.
