Auto Betting App for Pinnacle

I need an auto-betting app that works on Pinnacle. A detailed project description is provided in the attached file (don't forget to read the notes at the end of the attached file). This project has to be done using the APIs that Pinnacle provides ([login to view URL]). You will have to decide which technology you are going to use in order to implement this. PHP or Python are preferred. But the client shouldn't have any problems with VB.net or C# either. In any case, you will let me know which technology you are going to use, and I will confirm it from the client. This project is from a trusted client. No payments or milestones will be created until the project is complete, and tested by the client, and the client is happy. Whoever bids $300 or less will be hired immediately. (I will add $50 extra later for creating full docs and read me for the code that you write explaining the flow of the code and meaning of each variable and loops, and how to use and execute the code, as well as fully commenting the code, 1-2 lines of comments every 3-4 lines of code).
