Web Control Panel + Server Side Support Application

Web-based control panel that has the following flow: User logs into site (mysql database w/ usernames + passwords, and access rights) - has options to edit specific text that is contained within a specific file (or files) on the server - gives the user the ability to upload files to server (1 directory only per user - permission based) - gives the user the ability to start / stop a specific executable file. Server Side (Running Windows 2k3): Server will have the following installed: Mysql, perl, php, (IIS or apache) Server side will require: admin to set permissions (what folders / files a specific user can access - one app per username). Down and dirty control panel for the admin to set these permissions into mysql Server will have up to 30 separate instances of the same application running, with a specific user having access to only one application. The files that will require modification (and exe restart) are text files. Only specific lines on the text file can be modified (permission based?) I am open to alternative suggestions to fit my needs, but the front end (web control panel) must be very professional, and provide the functionality listed above. The server side does not need to be flashy, just organized. I will have a development server set up for the developer after the initial work is done. ## Deliverables 1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done. 2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables): a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment. b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request. 3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased.
