403379 Rating Site/Script

Hello, I'm looking for some bids on a project to build a simple site that meets the feature requirements listed below. I prefer a cost effective solution that includes the use of an existing photo rating script with necessary mod/custom changes. I believe there are several existing scripts which have upto 100% of required features. If you know of one you like to use, please let me know/see demo. Project Services Needed - Install/customize/configure rating script - Simple/Clean initial graphic design Technologies Preferred - Linux - PHP - Mysql - JS/Ajax Media - Image - Video - Audio Features Required - User management (member/admin logins, access, etc.) - Member add posted content to favorites - Image / Media management (upload, rate, approve/reject/delete admin) - Ratings (with custom labels for 1-5 or 1-10 rating system - ie: Lame=1 - Cool=5) - Posting Comments (members and optional public with captcha) - Tags/keywords for posted images/media - Admin with basic management needs - Multiple categories of content(Pictures, Videos, Audio, etc..) - File management (system to manage content files for upload, delete, etc.) The right person for this project will easily locate existing script, install, lightly customize, and add design fairly easily and in good time. Prefer to see project developed on your own server/host with web access to see project progress, and upon completion and project/code examination, we will complete project with exchange of web/db files and complete payment immediately. Extremely LOW or HIGH bids will not be considered. As a web developer I have good idea of a good price for good service. Just don't have time to do on own.
