web app + windows app using Skype Desktop API

Please bid only if you done before apps using Skype Desktop API and web apps in php/mysql. below you can find a big picture descrption of the project. the details will be discussed with the best team who can do it. the objective for our app: calls skype to skype between user1 and user2 are still normal free skype calls. but i want that userA(buyer1) be able to pay tokens for the call to userB (supplyer1) using our web app and windows app (desktop client). the windows app (desktop client) will be instaled on the user (supplyer1) computer because it will communicate with the web app, web app that will communicate with the skype api and back to the desktop app. see the flow here: [login to view URL] -- the web app: -buyers accounts (can buy virtual tokens)+ supplyers accounts (can receive virtual tokens)+admin area. (php+mysql website) -buyer1 registers adding to his profile: skype username (required), personal info (optional), list of favorite "supplyers skype usernames". -supplyer1 registers adding to his profile he can add: skype username (required), personal info (optional), history of buyers that contacted him. supplyer1 can chosse his account te be displayed on a "supplyers public directory". buyer1 can browse the "supplyers public directory" and add them as a favorite. buyers can buy on our web app, using a credit card, virtual tokens. the tokens will be attached to his buyer profile. admin area: the admin can approve, delete, set as pending the status for buyers and supplyers account. set the $/tokens rate when buyers buy tokens. web app design: minimalist, just needs to work(for this first stage), web app can be custom made or using any open source CMS / templates. -- windows app (desktop app): is installed on the supplyer computer and does the followings: -communicates with our web app: asks the web app if buyer1 who is contacting supplyer1, has tokens instructs suppplyer1 skype application to answer automaticaly if and as long as buyer1 has tokens or rejects automaticaly the call if buyer1 does not have tokens in his account supplyer1 can set a time (x minutes) limit for the call on the windows app intructs suppplyer1's skype application to close the call if buyer1 runs out of tokens or after x minutes (set by supplyer) -communicates with Skype API: asks skype api if buyer1 and supplyer1 are in a skype to skype call asks skype api to -- here is a technical flow for the above apps: [login to view URL] If my explanation are not clear to you but you can work with the skype api and web apps/mysql, please ask me for clarification. -- I am open to any changes for the flows or solutions if they make the process easier. this project can be a long term relantionship project if I find the rigth developer.
