New service booking and directpry app

Hi I represent a make up brand in UK. We are looking to develop a fairly simple app to allow people to find and book make up artists from across UK for their wedding or other events. We are looking for a UK based developer / team ideally. So the app will need to ask event information, number of people, location etc of the member of the public, they then submit this and emails of the request are sent to make up artists account (and email account with link) registered on the app. The Make up artist can then provide a provisional quote for the project, along with a short message and submit. As with Freelancer the member of the public will then see the list of quotes, they can chose to email the make up artists (so to start with no chat ability) whose interest them. There will also need to be small profiles for each make up artist, with a description, georgraphical location serviced and pcitures of work. Once the client choses their make up artist, theres a £50 deposit / holding fee to be paid through the app, and we take £25 of this, the rest to the make up artist, and they then are given the full contact info of the client and take it from there. The client doesn't pay anything for the service. As with Freelancer.com there will also be the ability to sponsor a quote, so simply £5 to be the feature make up artist in the quote list, so 'Recommended'. The abaility to pay fof this needs also to be included. Naturally there needs to be a review and rating system also built in to the make up artists profile that shows along with there quote, again like Freelancer. I'm sure during conversation with the winning Freelancer there will be more ideas and options, but this is the main structure of what we want. Ideally this will be for Android and Apple. Good luck.
