Receive and Display data from a GPRS Terminal Device -- 2

Want a simple one page server app that can receive data from one GPRS connected device. Device communicates via TCP/IP with Modbus over TCP (Open AT command set ex Wavecom ). The app should do the following : a.) Accept connection from the remote device. b.) Query & display Phone No & IMEI. c.) Query & display device 4 logged data values with refresh rates as in (d). d.) User select-able refresh rates by way of radio button -as 10s,1min,5,15,30min. e.) Accept a heartbeat message, and display a green led on webpage. If the heartbeat does not appear for more than 5 mins after the last query, then turn led color to RED (means device offline). -Command documentation provided. -Solution should be highly scale-able (>1M connections).
