Write Simple Wordpress Plugin

I am in need of a simple plugin to add a single script tag code to the public view of a wordpress site, so that the javascript loads on all pages. I already have the script tag, so i just need the custom WordPress plugin component written. The only piece to the admin view will be a page that shows some static content. Thanks!
