Call ( Alarm ) management System ( web part ) in PHP or Java

The assignment is to develop a Call Management System The system will include following components 1. A Alarm Button ( not to developed by the developer, this will call the webservices which developer will develop as part of this projec) 2. A Screen which shows the alarm status ( we already have a PHP application called Signage app which displays the content using a web service, you need to integrate this app with that app ) 3. A Web based Software which logs all the alarm event, generate different MIS reports and allow to confirgure the mapping of alarm button to different entities like 4. Web services for interfacing the alarm button to enable or disable event and for interfacing the signage system 5. Database which stores the data I am looking for design which includes template for all the three option Hospital ( called Nurse Call management System ) or in Hotel ( called Room Alarm Management System ) or in Restaurant ( called Waiter Management System ) so the application can be used in all 3 modes The Alarm Button will have 1 button to raise alaram and another one to disable the same. The activation of Button will call a web service which will record who has called the alarm and record the time stamp as well. The Alarm button are mapped to either Tables ( in restaurant ), Rooms ( in Hotel ), Patients or Beds ( in Hospital ) and software allow the facility to configure the same. Each Button has an identity which is identified in the Webservices URL. The Webservices should also take Battery level as argument which is useful for portable alarm. The screen will have template based view which is displayed using an existing digital signage system. The existing system calls a Web service to fetch data and based on configured template shows the info on screen. We have alarm button implemented using different kind of hardware which communicates withthe server on TCP/IP. These are interfaced through a hardware which can connect multiple switches on Wired or Wiresless Modem. The system should allow mapping these hardware. The backend system will monitor the exception events and generate report or send Email alerts to configured admin. The exceptions can be Battery Low for portable device, Cll not handled on timely manner. You can make a virtual alarm button also as a web page for testing Also please share a note as what all will you deliver as part of deliverable. My max budget is not above 10000 Rs for this project.
