Create app that shows push notification when data is stored into MySQL database

Hi everyone, I've created an Android application which is linked to my website using WebView. My website is based on GPS Live tracking service and is connected with a white-labeled server. The server has a possibility to send alert notifications by email or WebHook. Currently, my clients are receiving the notifications by their email. What i need is someone to upgrade the app or create a New Mobile App so that the notifications can be received on the client's phone by Push Notifications. However as mentioned above, I don't own this server so it cannot be edited. When a vehicle alert happens, the server sends a webhook data to my website. This webhook data will be saved into MySql Database. My idea is to edit the App or create a new one so that it can convert the data saved into MySql database and how it as a push notification on each individual user's phone.
