Create a Custom Visual Composer Element Plugin for Wordpress

*** PLEASE BID FINAL PRICE ONLY*** Looking for someone to develop a Custom Visual Composer Element to highlight Company Services. The plugin MUST work within the Visual Composer interface - so the backend must be very user friendly - no shortcodes and simple for anyone to edit. The plugin front end needs to look very similar to the one attached with the following differences: 1. Needs a hover/highlight effect when mouse over for each of the 4 sections (hover effect should highlight in color like the "Recommended Website Package" shown. 2. Button needs to click to another webpage URL link 3. Button needs to be editable in size, color, outline, fill, font, and text content 4. Button needs to have a hover effect color change 5. Title Text and Subtext need to be editable in size, color, and font, and alignment 6. Background color needs to be editable 7. Need to be able to select an image for each of the 4 sections and be able to add wither a JPG or PNG image file. 8. Must be fully responsive and mobile friendly 9.
