Magneto 2 Price variable for select products

Magneto 2 Pricing option -
We are currently running Magneto 2 and are in need of an enhancement to the pricing in our catalog. Currently there is a tariff here in the united states on products we import from China. I need a way to apply this tariff amount, by percentage, to some of the products in out catalog. I would like 2 things to happen - 1.) at the time the product is looked from our web store, I would like a pop up message to appear saying there is a tariff on this product with the amount of the tariff and 2.) when they check out the tariff, or tariff if they have more than 1 product that has a tariff in their cart is applied. I don't want to continually change the price of the product, I would rather use this as an adder. I want to control this by excel import based on SKU
