I need to use this HVEC (h265 source) and send it to a h264 server such as youtube.

You can test it using this stream as a source.
Maybe this library: [login to view URL] or this version of ffmpeg: [login to view URL] (that implementes that very same library will be able to do it?
What I would like is instructions so I can replicate it on my own server.
