Woocommerce Shipping Plugin for Sri Lanka

I need a plugin designed for woocommerce shipping module. It should add all Sri Lankan cities and districts along with their respective postal codes. Large number of cities are there under each district. See the link here. [login to view URL] You may use above link to get all the districts, towns under each district and respective postal code. My ecommerce website has all these towns added by me and each store owner has the ability to specify his/her shipping for each town. However, it is not practical for each user to specify shipping for large number of towns/cities. You should see the problem here. Rather, they want a system that lets them specify shipping for a particular district so woocommerce should know each town/city coming under it should have the specified shipping UNLESS OTHERWISE SPECIFIED. This is because, certain districts are bigger and some areas within them are very hard to reach due to poor transport, road conditions etc. In such cases a seller should have the ability to specify for example 100 Rupees shipping for the District X, but he should also be able to specify about 200 Rupees shipping for remote and inaccessible areas inside that district. So the general shipping for District X is 100 Rupees but remote areas in the same district will have 200 Rupees shipping. When shipping is specified this way, woocommerce should know only specified cities will have 200 Rupees shipping and the rest, unspecified cities will have 100 rupee-shipping. These should work nicely with shipping calculators. Site uses dokan as multivendor platform and I have enabled dokan shipping so each seller has to specify his own shipping. It may be clear that the current system where I have added all the city names editing a egypt cities plugin is not practical. I hope I am very clear on my requirement.
