Wordpress Customization

Need a wordpress developer to customize a plugin. I'm not a developer, but know enough to be able to see what the code is doing. I need someone who can pull this together fast (much faster than me). Below is a high-level summary... (1) Task Status changes: change a plugin so that as it updates the task status in the database table, and that it also updates the user-meta (file to be change already identified). (2) Insert/code user-meta field values into a file (file to be changed already identified). (3) Create a permission to Restrict what Tasks a user can change, and what a user can view. (3a) Restrict the ability to change the task: to be updated by both the user and the admin (eg., create a role), but cannot be changed by others. (3b) Restrict what Tasks can be viewed. Admin: can view all. User: can view his task (no restrictions), can view the task & details of others tasks, but not the Name of the person who owns it (i.e, the tasks of others show up as "New Hire"). (3c) Tie the permissions above to a Role (eg., Admin: can_edit_all tasks, can_viewall_tasks). This allows the administrator to define what roles can edit, view tasks. (4) Automatically create a default Checklist (array) that is created when the task is created. The plugin already has the ability to create checklists - but they are manually created by the user. I want to insert a default checklist at the point when the task is created. This checklist can mimic the status of the task. (file to be updated has been identified)
