A very IT literate project manager to help me put a new project together

I am seeking a development literate project manager to work with me over some months part time on a new project. The role is to be the key person that I laise with and provide concept information to, with a view that this role then translate this into work packages and tasks for developers and other resources in order to complete an operating solution. THe ideal candidate will be able to draw upon resources to do iphone app development, website development with a database, and have a web hosting facility set up to host the solution. There is also a component of educating me on the solution and how it works also The project wil be stop / start and expect to have a few hours a week over 3 to 6 months
