Getting an architect to design a modern web application for recruiting

We are about to create a modern web application that would leverage the cloud to deliver recruiting as a service to job seekers and companies: We are looking for an experienced architect to help with creating a design and implementation plan that would rapidly make this a reality. Here are the skills we require the architect to possess: 1. Comfortable with cloud technologies (AWS, GCP) 2. Experience building large-scale applications (at least 4,000 unique users) 3. They must have at least 3 years of industry experience in software architecture 4. They must have experience building optimized solutions (Cheap to execute, effective and efficient) 5. They must be comfortable with integrating with different systems 6. Comfortable with building web solutions that can work on several platforms (mobile, desktop, etc) 7. Comfortable with modern front end technologies like (AngularJS, ReactJS, etc) 8. Comfortable with leveraging containerization (Docker, Kubernetes) to improve the overall deployment efficiency. 9. Comfortable with leveraging advanced stream processing frameworks like apache kafka The architect would provide a project design and implementation plan as deliverables.
