Hello there, I'm a UK and European engineer form a vast R&D background, including extensive Video processsing camera(IP and analog) security systems etc. As for your project, IF it is to run on Windows, then your best bet would be to use DirectX which I have a good amount of experience in. You can also use open source libraries such as VLC or FFMPEG, to do the hardcore video streaming and decoding/encoding type activities; which in turn, shall reduce the effort - and hence time- needed, to complete the project.
