YouTube Add-On Proof of Concept

I'll keep this quick: I have extensive experience working with major brands and media companies, overseeing their social video distribution on YouTube. I happen to know of a service offering they are in need of, but isn't offered by anybody at any kind of scale. I am happy to elaborate on this at a later point, but for now, just now that I know there is a need. In order to build out a proof of concept, I am looking to pair with a developer / software engineer to build a very simple app that authenticates with YouTube (OAuth), and then allows me to download a system generated report (.csv). For now, that is all that I need. I am familiar with all of the APIs necessary, but not the coding required.
