Hello I am system and network administrator from armenia, with more then 7 years of experience. During that period I have installed, administrate and maintain a large amount of various servers, such as web server, mail server, dns server, etc, based on CentOS, FreeBSD, RHL, etc. And of course I have a lot of experience in working with MS Servers and other products. If you want access to serious expertise on deploying web sites, in decent English, you're going to have to be willing to pay more than $15 per hour, sorry! Setting up SSL certificates can be a tricky business - it comes down to being able to properly configure the web server to use the certificate. That depends pretty much entirely on the web server software you plan to use.
